Description
- pusher notifications
- rollbars
- telemetry (ForceFlush)
Right now there's a 28second delay before shutdown to ensure they make it, but we could reduce that to a few seconds if needs be, which would speed up our overall deploy time.

Research direction
Start by tracing the pod shutdown path and the current 28-second delay. Identify how pusher notifications, Rollbar, and telemetry ForceFlush are handled before shutdown; done means this background work is sent reliably while the delay is reduced to a few seconds without slowing deployments.
