Quickstart actions do not appear to use Organization runners

There are four runners assigned to the organization which appear to be in idle as Quickstarts run.

This is a problem, because we see Quickstarts Actions workflows are exhausting the runners and go into a "waiting for runner" state. We should investigate and fix this issue so we leverage our pool of runner resources.
