[WORKFLOW SDK FEATURE REQUEST] Expose advanced workflow management APIs

Implement the features (list, history, rewind) in dapr/dapr#9729.

Dapr Agents benefits from the list capability as it enables health endpoints + agent metrics supporting scale to zero (at least until event streaming dapr/proposals#77 lands as it scales better past ~100s of agents).
