NewRelic Docs with Otel Collector

**What content needs to be created or modified?**

Today, the Dapr documentation around NewRelic only gives the option of deploying with Zipkin.

We should update the docs to give the option of integrating with the OTEL collector. How to setup otel collector and NewRelic can be found in the docs here: https://docs.newrelic.com/docs/more-integrations/open-source-telemetry-integrations/opentelemetry/collector/opentelemetry-collector-intro/

**Additional context**

At some point we need to discuss an observability docs restructuring since so many of the backends can now support both OTEL and Zipkin protcols.
