Add k8s cluster deployment for Scaleway cloud platform

**What content needs to be created or modified?**

I'm proposing to add documentation on how to create a K8s cluster on [Scaleway cloud](https://www.scaleway.com/en/).

**Describe the solution you'd like**

- Add a page specific for Setup a K8s cluster on Scaleway (similar to the existing [AKS](https://docs.dapr.io/operations/hosting/kubernetes/cluster/setup-aks/) or [GKE](https://docs.dapr.io/operations/hosting/kubernetes/cluster/setup-gke/) pages).
- Update the [Deploy Dapr on a Kubernetes cluster](https://docs.dapr.io/operations/hosting/kubernetes/kubernetes-deploy/) page with the link to the Scaleway instructions.
