Don't see current params of global constraints in GC dashboard.

For example:

1. go to the GC dashboard
2. if not already added, add TokenCapGC with cap of 10 and refresh the page and go to GC dashboard again
3. select TokenCapGC in the dropdown
4. you should see 10 in the value of the token cap editable field

Start in the GC dashboard by reproducing the steps with TokenCapGC and a cap of 10. Trace the selected constraint's editable value field and verify that refreshing and reopening the dashboard displays the current cap; done means the field shows 10 rather than an empty or default value.
