Unsigned user can add bank account

Tested on Staging iOS version 1.12.4 (24-327)
Tested on Staging Android version v1.0 (414)

Steps to reproduce:
1. enter the app as unsigned user (or log out)
2. go to user profile
3. click on "Receive funds"
4. click on add account

Actual results:
Unsigned user can add bank account

Expected results:
unsigned user should not see "Receive funds" . this should be on login like "billing"

Reproduce the flow on the staging iOS and Android versions listed: enter the app unsigned, open the user profile, choose “Receive funds,” and try “add account.” Trace the entry point for this flow and the unsigned-user state. Done means unsigned users do not see “Receive funds” and cannot add a bank account.
