Proposal cards on should be reordered according to proposal's status:
1. Open
a. Voting period -> Earliest due date first
b. Discussing period -> Earliest due date first
2. Closed -> Order by update time
In this image - the order is **wrong**.
The proposal that is in `voting` should be on top
