Improvement proposals on the DPOS mechanism

For the destruction mode of Dst,
I propose some new ideas, which can allow members of the chat group to contribute their own equipment and form a Dpos cluster. Unless everyone is offline, Dpos will be punished.

In this way, the problem of unstable equipment of individual users is solved.
