Report each rule as a `check_run` under Peril `check_suite`

Description
Would be nice to have each rule to be reported under it's own "run" in Checks tab - like the example blog post shows (https://developer.github.com/changes/2018-05-07-new-checks-api-public-beta/).
This would be a desirable feature for Peril? Or is it too GitHub specific?
Any guidance on how would this be possible?
