Deployment on JetStream 2

### Who would use this feature?

A lab which gets a "grant" for hosting their own data/dandiarchive in the [JetStream 2](https://jetstream-cloud.org/) NSF-funded cloud (instead of commercial amazon cloud). Storage seems to be S3 API compatible: https://docs.jetstream-cloud.org/general/object/ .

Who knows -- if nice AWS stops providing free storage, JetStream 2 might be the venue to jump over to and let funding agencies figure out the pay scheme to cover storage ;-)

Make dandiarchive deployable on JetStream 2.

Start by reading the JetStream 2 object-storage documentation linked in the issue and comparing its S3 API compatibility with the requirements for hosting dandiarchive. Done would mean determining whether deployment is possible and documenting the supported approach or the blocking limitations.
