Add ability to prescribe that DANDI team can contribute

In the scope of desired automated fixes or migrations within NWB or (later) BIDS, it would be great if we allowed for explicit metadata annotation to allow DANDI team to introduce fixes to dandisets and release those new versions.

Related question on either we would like to make it more specific and give specific scopes, e.g.

- dandiset_metadata
- asset_metadata
- nwb_schema_upgrades
- nwb_recommended_upgrades

and alike. As for annotation on availability etc on those, could be integrated with validation/inspection and link specific migration actions with those (pretty much how codespell/shellcheck etc do it)
