Rename into a more specific (dandi-terraform) repository?

Concern was raised by @waxlamp that this repository's name might not correspond best to its purpose - to contain terraform scripts/configs for deployment of the DANDI archive. I, in turn, treated it more closely to the name, to collect issues related to overall deployment and functioning of the infrastructure of DANDI. If we are to narrow scope it, then it better be renamed and then we are to create another one and transfer some issues there.
