Elaborate on data format vs. data standard distinction

@h-mayorquin wrote up some lovely minimal markdown text about clarifying the difference between data standards and data formats for the quick-start tutorial

It added too much detail/distraction to that notebook, but we do link to that section of the [DANDI Docs](https://docs.dandiarchive.org/getting-started/data-standards/) for more information for anyone interested in following the link

But that section does not outline this distinction and could not quickly find where it would be discussed (the kind of thing I've seen on many a slide for years now, though)
