tweeting dandiset publications

We should create a twitter bot that tweets every time a new dandiset is published. I think it should be triggered by publication, not creation, because often dandisets are created and not finished for several months. I don't think it should tweet about updates to existing datasets, as those will likely be minor and not worth mentioning, and it would open the door to possible spam.

This idea was suggested by Anne Churchland in our latest NWB EB meeting.

The issue names no files, tests, or entry points. Start by tracing how dandiset publication is represented in the DANDI API server, then identify where a publication-triggered notification could be connected; done means new publications produce one tweet while creation and updates to existing dandisets do not.
