The user should be able to add a bookmark at a specific location on the page, as well as review and edit their bookmarks.

As a blind screen reader user reading a textbook for my studies, I want to place a bookmark at a specific location in the book. In the past, I have found that my bookmarks leave a bookmark in the chapter or at the beginning of the page, but I want it placed on a specific paragraph.

## I want to be able to:
- stop my screen reader on a paragraph and leave a bookmark on that paragraph.
- Get back to that specific bookmark.
- Give the bookmark a text label so I know what it is about.
- select text and take a note and have it show up at the same location as the bookmark.
- assign the selected text a color so the selected text appears to be highlighted.
