OBFL to PEF script

This script would accept a single OBFL file with no options. Any required parameters should be embedded in the OBFL header as metadata. The use case is when the OBFL output from a DTBook/EPUB3/HTML/ZedAI to PEF job is used for editing. OBFL validation (https://github.com/daisy/pipeline-mod-braille/issues/151) should be enabled for this script.
