epub3-ocf-utils: create a step for unzipping EPUBs

Description
The step would pretty much be the same as a normal unzip, except that it would guarantee that the content documents in the fileset are in reading order.
It would also annotate all the d:file elements with `@original-href` automatically (alternatively do that directly from `px:unzip-fileset`).
