Engine takes a long time to start when launching Pipeline app each session

Starting Pipeline app on Windows 11. The engine takes more than 6 minutes before it is running. It is faster on another PC, but even then it would be a nicer experience if the engine loaded much more quickly maybe under 10 seconds). I feel it is something I need to explain away when presenting about the Pipeline app.

App version: 1.10.0, Engine version: 1.15.3, Engine is running on 127.0.0.1:49152/ws
