Get reference, a composite function,

In issue 55, we have a request to Get current page number for direct quote . In the working group, we recognize that this issue relates to several others that are all related.

Here we are asking a reading system to generate a formal reference This should be a composit function that gathers all the information to generate the formal reference, including the page number, or a virtual page number, if there is an accepted standard for this.

There are many formats for references and it should be possible for the end user to select from a list of formats available, e.g., APA IEEE.
