Add UEBSpeak

#70 is about adding something similar to Nemeth code so that it is easy to transcribe the speech to Nemeth.

UEB is much harder to transcribe when listening because you don't know whether you need to start with 0, 1, 2, or 3 G1 indicators until you've listened to the entire expression. It is also hard to know when they are ended in the middle. So in some sense, adding a UEBSpeak is maybe even more useful.
