Description
```
What steps will reproduce the problem?
1.get android 4.2
2.create two users
3.setup droidwall as user1 with a white list
4.user2 has no net-access unless user2 configures droidwall with a whitelist
which will in turn tamper user1`s net-access
I'd need the possibility To
Either:
Reload user-specific settings when switching user
Or:
Allow one user to set rules for ALL apps (own apps and apps of other users)
Instead, unless using user specific blacklists only, only one users rules apply
to all users
```

Research direction
Start by reproducing the issue on Android 4.2 with two users, a whitelist for user1, and a switch to user2. Review how DroidWall stores and applies user-specific rules. Done means switching users preserves each user's network access, or one user's rules can explicitly cover apps belonging to all users without changing another user's configuration.
