Description

```
What steps will reproduce the problem?
0. configure application whitelist "wifi on" "3g off"
1. start droidwall (1.5.7)
2. start application like firefox beta
3. disable wifi on phone
3. application still have access via 3G.
What is the expected output? What do you see instead?
I see wifi should be turned on for the firewall to work. If wifi is not
enabled, firewall is always off. Applications have always access via 3G.
What version of the product are you using? On what operating system?
Android 4.0.3 (samsung Galaxy SII); droidwall 1.5.7 (latest)
Please provide any additional information below.
Research direction
Start by reproducing the issue on Android 4.0.3 with DroidWall 1.5.7, using a whitelist configured for Wi-Fi on and 3G off. Trace the firewall behavior after Wi-Fi is disabled; done means applications remain blocked from 3G while the configured Wi-Fi policy is active.
