How do I change the priority of the drag?

Description
When I want to drag open the rows the priority is on the scroll. How do I fix this? I want it so that when I swipe my hand is on the rows (white box), it opens. I also want to keep the scroll. If I disable the scroll the swipe works but thats not what I want.
