Windows 11
### Distribution

### Description
When using non-integer display scaling on Windows (e.g., 125%), unhinted fonts suffer from uneven stroke width and character distortion across the entire UI.
BUG
Expected
### Steps to Reproduce
1. Set the Windows system display scale to 125% (or another non-integer scale factor).
2. Use a unhinted font.
3. Compared to 100% scaling, character stroke width or sizing appears inconsistent and uneven.
### Debug Information
_No response_
### Additional Details
On my computer, only JetBrains Mono and Microsoft YaHei (微软雅黑)display correctly; other hinted fonts also seem to suffer from this issue.

Research direction
No source files, tests, or entry points are identified. First reproduce the uneven font rendering on Windows 11 at 125% scaling with an unhinted font and compare it with 100% scaling; done means the UI renders consistently at non-integer scaling without the reported distortion.
