[Feat] Runbook for dags

To make the dag execution more robust, we propose to have a runbook feature that gives a comprehensive, step-by-step guide containing the specific procedures needed to operate, debugging, maintaining and managing the dags. It should have the list of error codes, error messages, recovery procedures, alternative options. And allow user to add procedures, if they don't exist. This will be useful for automation and cleaner operation. Example dag snapshot:
