Windows doesn't automatically update thumbnails if Preserve Modify Date on Save enabled

Description
System information:
- Windows OS version: W10 x64 1909
- ImageGlass version: Moon 7.5.4.21
To Reproduce
Steps to reproduce the behavior:
- crop an image
- click save on the crop panel
- thumbnail not updated
Actual behavior:
Windows Explorer Thumbnail not updated
Expected behavior:
Thumbnail updates (while modified date does not).
Additional context:
I believe there is a way to trigger explorer to refresh a thumbnail without having to update the modified date. Thumbnail does update correctly when option is unchecked.
