Research direction
Start by inspecting the MSI installer configuration and the installation flow for the current-user option, comparing version 9.4.1.5 with 9.5.0.515. Reproduce the upgrade from an existing current-user installation on Windows 11; done means the newer current-user installation completes without requesting administrator rights.
