Research direction
Start by reproducing the issue using the listed Windows 11 setup: connect an SMB share as Z:, then open a HEIC image in ImageGlass and compare it with the same image on a local drive. Trace how the Traditional Chinese language pack is selected and loaded in the network-drive case; done means the expected language loads consistently from both locations.
