Research direction
Start by reproducing the issue on Windows 10 with ImageGlass 9.1.8.723: disable Frameless, press F11 twice, and observe the window state after exiting fullscreen. Trace the fullscreen toggle entry point and verify that exiting fullscreen restores the original Frameless setting rather than enabling it.
