issue with alt+mouse scroll

Description
When customize Mouse wheel action to the following:
wheel+alt => horizontally scroll
the image will stuck if use the "wheel+alt" to scroll and another click of alt kay would solve the problem.
guessing it is because in windows, alt key would set focus to menu.
If setting wheel+alt shortcut key could disable the windows alt key to set focux of menu...
