Incorrect DB cost in /game/kadala for characters below level 70

When choosing a level below 70, both the Blood Shard *and* DB cost are reduced by the reduced item pool, but Upgrade Rare Item only works with level 70 items, and always pulls from the level 70 drop pool, so the DB costs should not be reduced for lower level characters.
