Fix Bug that Falsely Tells People they don't have enough RC's / HIVE Power

This is a terrible bug in that it will look like:

A. The sites not working.
B. The site requires a considerable more HIVE Power than it actually does.

And it has plagued our site for many, many months, with complaints popping up every now and then, including with PJ.

But I finally had it happen to me, and it was after I upvoted more than one post from someone on their Profile Page.

I copied the log files from the Browser, hoping that it would help you diagnose and fix it @Jhoii

Please fix this @Jhoii right after the Blacklists/Mutelists tools are done, this is a TOP / IMPORTANT priority @Jhoii.
