Use the Counter when Publishing Buzz to show exceeding # of characters

Twitter let's users type passed the 280 characters but then requires that users delete the excess characters before publishing the Tweet

I think we should do the same and three of our users are asking for it.

Once the 280 characters is exceeded, there she be a minus sign indicating how many characters must be deleted before the Buzz can be published.
