Add a process true/false config option to individual plates

This flag is currently only available at the batch level

Start by locating where batch-level process configuration is defined and how individual plates are represented. Trace the existing process flag from batch configuration to processing, then identify the relevant configuration or validation tests. Done means an individual plate can set the process option independently while existing batch-level behavior remains intact.
