Description

From https://github.com/cyclestreets/cyclescape/issues/678#issuecomment-272137775

my locations page zooms to a single area that only combines two of my four locations. I can zoom out to see the others, but they're not easy to spot as the black outline doesn't stand out from the black dots used for city-centres, eg. I have a small location in Cambridge yet Coventry etc look almost identical.

Research direction

Reproduce the locations-page map behavior described in the issue, using the linked screenshot and the referenced issue comment as context. Investigate how zoomed-out locations and city centres are rendered; done means the locations remain visually distinguishable when zoomed out and the behavior is covered by an appropriate check.
