Tags not in use appear in the autocomplete list

Typing 'cyc' I get cycleparking and cycle-parking but as far as I can see there aren't any threads containing the 'cycle-parking' tag:

so perhaps there is some kind of stale indexing problem?

If this is a result of the security (in which case, very impressive!) the UI probably needs to make clear that there may be other threads which aren't visible but which contain this tag.

In an ideal world,
http://camcycle.cyclescape.org/tags/cycle-parking
ought to limit tags to threads owned by camcycle
with a sentence stating that more may be available in www, so that for instance 'localplan' can then be limited to threads in that area.

Reproduce the autocomplete result for “cyc” and compare the cycleparking and cycle-parking tag pages linked in the issue. Trace how tags are indexed and filtered by thread visibility and site ownership. Done means unused or inaccessible tags no longer appear unexpectedly, or the UI explains hidden results and supports the requested site-scoped behavior.
