option to enable thick mode of oracledb

**Describe the solution you'd like**
by default , `oracle-driver` use `thin mode` of `oracledb`. In cases when Oracle server does not support the thin mode, we need a way to tell `oracle-driver` to use `thick mode` of `oracledb`
