Add Kubernetes job to detect ctd-decoder when containerd is runtime

Description
Add a Kubernetes job (or maybe an init container for pilot) that checks for the `ctd-decoder` executable on the host node and fails if it's not present. This job/init container will need to detect the underlying container runtime (containerd in this case).
