bulk options buttons not just at the bottom of the list

When the list of sounds is very long, it's inconvenient to access the "bulk options" buttons. It would be nice if they at least were visible on the top as well, or on screen at all times, when active.

Start by locating the sound list and its "bulk options" controls in the application. Make the controls available at the top of a long list or visible on screen while active, then verify that bulk actions remain accessible and usable when scrolling.
