Locator periodically read whole list of files

Use #2 directory listing capability to enhance #1

Also at this point it should be aware that one file can be multiple places... better to spread out those reads or no? (yes argument is spreads out load, argument for no is that an object server that recently served an object may have it cached in memory, i.e. not a disk hit)
