We need to be able to connect to Twitch using their pub/sub API so that we are notified of subscriptions to channels

- [ ] Subscribe to topic for a channel
- [ ] Trigger SignalR hub with a notification of the action
- [ ] Handle the subscription in the UserActivityTrain
