Notifications

This may be another Project as opposed to being a Feature...

Thinking would be cool to add notifications of new articles and comments. User Subscriptions would need to be incorporated first for Articles/Comments.

Instead of the typical email notifications, could notify through SignalR hub (maybe separate Project). Maybe the SignalR Hub could send to "Subscribers" of that Hub and even further the Twitch chat bot could have an API to consume these messages and display in the chat?
