UI: Unclear explanation to use the tx-table filter

The instructions in the tooltip for searching for the date and amount are not clear to me (see below)

**Issues:**

- The date for searching requires 0's. I don't think non-programmers would think of this.
- The date format for searching is not the same as shown in the table
- the instruction for the amount suggests one could search for amounts "lower" than 1 BTC, by entering "< 1 BTC".
- There is a weird blue bar appearing after filtering

Start with the tx-table filter tooltip and filtering UI shown in the attached recording. Verify the date and amount instructions against the table's displayed formats, and confirm that the blue bar no longer appears after filtering.
