Specter Language Settings do not work correctly.

**Describe the bug**
Upon initial setup, Specter asks the user to select a language to use for the operation of the program. The default language on my computer is set to Spanish yet I wish to use English

**To Reproduce**
Steps to reproduce the behavior:
1. Set MacOS languge to one other than English.
2. Run Specter
3. Select internal application to English

**Expected behavior**
One would expect that setting the language within Specter would change the language specifically for the app.

No source file or test is named. First reproduce the setup on macOS 12.3.1 with the OS language set to Spanish, then trace the initial language selection and application locale handling. Done means choosing English in Specter keeps the app in English instead of following the system language.
