[Problem] No docs for enabling `debug_trace`

Problem:
There is no instruction for the node host on enabling the `debug_trace`.

Solution:
- Adding instructions on configuring "debug" to the JSON-RPC namespace under `app.toml`;
- Adding instructions on how to start the node with `debug_trace` being enabled, for example, `cronosd start --trace `.
