[Request] Port Dependabot configuration to Renovate

### Describe the feature

The Operator SDK expects certain versions of Kubernetes-related dependencies. When using Dependabot, we had a configuration file to only update patch versions for these dependencies:
https://github.com/cryostatio/cryostat-operator/blob/main/.github/dependabot.yml.old

It would be useful to port this to Renovate and delete this leftover file.

Start by reading .github/dependabot.yml.old to identify the Kubernetes dependency rules and patch-only updates. Port those rules to Renovate, delete the leftover Dependabot file, and validate that the resulting Renovate configuration is accepted.
