Description
As suggested [here](https://github.com/crossplane/crossplane/pull/7350#issuecomment-4356689623), I'd like to officially request to move enhancement proposals / design docs to a separate repo. Many popular open source projects do the same (including Kubernetes), I believe it makes sense also for Crossplane.
