## Description
The elements on left sidebar have the following mistakes:
* When user scrolls down/up the sidebar should remain fixed.
* Space between sections should be `32px`.
* Space between questions (as tomato links) should be `16px`.
* Hover style of each link should not change the text color, just adding an underline.
