## Description
The initiative card in "Initiatives and projects" section has two incorrect styles:
1. The height should be fixed, assuming the risk of long titles breaking the card. The card in mockup is `220px` in height.
2. During hover, the card should show a border on all sides since the whole card is a link.
On the other hand. The title "Initiatives and projects" should have more top-padding distance, having space between the title and the background pattern.
